Pre-Approval Application - Community Energy Rebate Program

Pre-Approval Application 

Thank you for your interest in the City of Decatur Community Energy Rebate program! Using the form below, homeowners or an individual submitting on the homeowner's behalf (such as a relative or friend/neighbor) will confirm their eligibility to receive a rebate, provide details on the planned project and selected contractor, and submit required documentation for review by City staff. Completed applications that comply with the program guidelines will be accepted, and rebate funds will be set aside until project completion. The performing contractor will provide a point-of-sale discount to the homeowner in an amount equal to the approved rebate.

Necessary Documents

Each of the items below must be sent to energyrebates [at] decaturga.com (energyrebates[at]decaturga[dot]com) for an application to be considered for funding under the City's program. The City has provided a list of suggested documents that can serve as proof of the City's eligibility requirements, but applicants are also welcome to submit other documents for consideration by City staff, if preferred. Some documents, such as a property tax bill for the most recently available tax year, may serve as proof of multiple requirements, such as homeownership and occupancy. 

  • Proof of Identity
    • Driver's license
    • State-issued ID card
    • U.S. passport
  • Proof of Homeownership
    • Property tax bill for the most recently available tax year
    • Morgtage statement
    • Deed or title document
    • Homeowners insurance policy
  • Proof of Occupancy
    • Property tax bill for the most recently available tax year
    • Utility bill
    • Driver's license or state ID with property address
  • Proof of Total Household Income or Categorical Eligibility
    • Federal tax return (Form 1040) for the most recently available tax year
    • W-2 Form
    • Recent pay stub
    • Enrollment or benefit letter showing participation in one of the following income-qualified assistance programs -
      • Medicaid
      • Supplemental Nutrition Assistance Program (SNAP)
      • Low Income Home Energy Assistance Program (LIHEAP)
      • Georgia Head Start or Early Head Start
    • Receiving any of the following income-based City of Decatur tax exemptions for the most recently available tax year:
      • General Homestead-3 (GH-3)
      • General and School (GS-1)
      • School (S-1)
      • School-A (S-2)
      • School (S-5) 

Project Quote 

Applicants must also provide an itemized project quote with their application to be considered for funding. This document will be used by City staff to confirm that the project is eligible under the program and to calculate the approved City of Decatur rebate amount. Applicants may submit a single quote for a project containing multiple rebate-eligible measures, such as home weatherization project including air sealing, duct sealing, and attic insulation. Any material changes to the project that impact the total project cost may require a new Pre-Approval Application. 

Applicants and their selected contractor should make sure that their project quote includes the information listed below. Quotes may be in any format of the contractor's choosing, provided it: 

  • Identifies all project components (such as equipment, labor, associated electrical work, etc.), with itemized costs provided for each component; and
  • Decribes the services and/or equipment to be delivered to the homeowner; and
  • Lists the amount and source of any federal, state, and/or utility funding that will also be applied to the project. 

Application Instructions 

  • Applications must be submitted at least 14 business days prior to project start.
  • Applications cannot be saved to be completed at a later date/time. Applicants should be prepared to complete the form in one sitting. A blank application form is provided in the Supporting Documents section at the bottom of this page for review.
  • Applications may be submitted by the homeowner or an individual that the homeowner has authorized to submit the application on their behalf, such as their selected project contractor, a relative, or a friend/neighbor. If the person submitting this application is someone other than the homeowner, please provide a name and email address for both the applicant and the homeowner in the appropriate fields.
  • The information provided in this application will be used to calculate the approved City rebate amount. Any material changes to the project that result in a new total project cost may require a new Pre-Approval Application.
  • Applications must agree to the statements in the Attestation section of the application to be considered eligible under the City's program.
