The City of Decatur is soliciting Statements of Qualifications from qualified firms to provide engineering design services for PI 0021583, Scott Blvd Complete Streets Plan.

The project will provide a Complete Streets redesign of Scott Boulevard in Decatur, Georgia. The City has received a federal BUILD grant to begin the Preliminary Engineering phase of the project. The anticipated period of performance is January 2027 through November 2029.

All deliverables must comply with applicable GDOT and federal requirements, including the GDOT Plan Development Process, Design Policy Manual, Environmental Procedures Manual, Electronic Data Guidelines and Plan Presentation Guide.

Selection process: Two-phase qualifications-based selection
Anticipated award: One multi-phase, project-specific contract

Phase I will evaluate the qualifications of the proposed Project Manager and Key Team Leaders, available resources, workload capacity, relevant experience and past performance. At least three of the most highly qualified firms are expected to advance to Phase II. Finalists will submit a technical approach and participate in an interview.

Required GDOT prequalification

The proposed team must hold all GDOT Area Classes identified in Exhibit I of the RFQ at the time Statements of Qualifications are due.

The Prime Consultant must hold GDOT Area Class 3.02, Two-Lane or Multi-Lane Urban Roadway Design. The prime consultant or its subconsultants must collectively hold the additional environmental, traffic, roadway, Complete Streets, utility, drainage, structural, surveying, subsurface utility engineering, geotechnical and erosion-control Area Classes listed in the RFQ.

Failure to demonstrate current prequalification in every required Area Class will result in disqualification.

Respondents should carefully follow the personnel, page-limit and submission requirements contained in the RFQ.

One electronic PDF is required for each phase. Statements of Qualifications must follow the organization, content, formatting, naming and page-limit requirements in the RFQ.
