The City of Decatur is seeking proposals from qualified firms to conduct a comprehensive speed study on select corridors within the Decatur city limits to support implementation of the City’s Vision Zero goals identified in the 2025 Safety Action Plan.

PROJECT OVERVIEW
The Decatur Safety Action Plan identifies excessive vehicle speed as a leading contributor to fatal and serious injury crashes, with a special focus along corridors within the High Injury Network and High Risk Network.
The selected consultant will conduct a data-driven speed study to implement speed limit reductions in accordance with Georgia Department of Transportation (GDOT) standards.
The study will also support policy changes, roadway interventions.
SCOPE OF SERVICES
The consultant team will provide engineering and technical services that may include:
- Project management and coordination with City staff and GDOT
- Data collection, including 72-hour speed and volume counts
- Engineering and traffic investigations to support speed limit modifications
- Public and stakeholder engagement, including community meetings
- Corridor-specific recommendations and GDOT justification packages
- Final reporting with maps, data tables, and implementation strategies
- Speed Reduction RFP
Consultants must follow GDOT policies and comply with the MUTCD, AASHTO Green Book, NACTO guidance, and other relevant transportation standards.

Attendance at the pre-proposal conference is required for submittals to be considered.
PROPOSAL REQUIREMENTS
Proposals must include:
- Cover letter
- Project understanding and technical approach
- Team qualifications and resumes
- Examples of at least three similar projects within the past five years
- Proposed schedule and cost estimate
- References from at least two municipal clients
- Electronic copy in Word and PDF formats
- Speed Reduction RFP
Proposers must be licensed in Georgia, have at least five years of relevant experience, and demonstrate GDOT prequalification in appropriate areas.
EVALUATION CRITERIA
Proposals will be evaluated based on:
Personnel qualifications – 20%
Relevant experience – 20%
Team availability – 15%
Technical proposal quality – 30%
Cost proposal – 15%
The City reserves the right to accept or reject any or all proposals, waive informalities, negotiate scope changes, and retain proposals for up to sixty (60) days for review prior to contract award.
Submittal of a proposal indicates acceptance of the conditions contained in the RFP.
