REQUEST FOR PROPOSALS (RFP)

The City of Decatur, Georgia (“City”) will receive sealed proposals for creating the Downtown Decatur Canopy Management and Resilience Plan and related services until 2:00 p.m. on Friday, October 4, 2024, at the following address:

The City is seeking the services of a firm, partnership, joint venture, or team (“Firm,” “Contractor,” or “Consultant”) to develop a Downtown Decatur Canopy Management and Resilience Plan (Plan or Downtown Canopy Resilience Plan) to guide the protection, enhancement, and expansion of its downtown core’s vital urban tree canopy.

A mandatory pre-proposal conference will be held at 1:00 p.m., Tuesday, September 17, 2024 at:

Before this conference, please email Kay Evanovich at kay.evanovich [at] decaturga.com (kay[dot]evanovich[at]decaturga[dot]com) with any questions or misunderstandings arising from this Request for Proposals.

Further questions may be submitted until September 20, 2024, at 5:00 p.m., at which time the question-and-answer period shall close. Answers to such questions that materially change the conditions and specifications of this Request for Proposals are sent as a supplement. 

Please note the following:

  1. Any discussions or documents will not be considered binding unless included in an addendum. If addenda are needed, the proposal opening date may be extended. All parties responding to this Request for Proposals must attend the pre-proposal conference to discuss their submission.
  2. Firms shall not discriminate against any employee or applicant for employment because of race, creed, color, religion, sex, national origin, age, or disability. The Contractor will take affirmative action to ensure that applicants are employed and that employees are treated during employment without regard to their gender, race, color, genetic information, religion, national origin, political affiliation, age, handicapped status, sexual orientation, sexual preference, or gender identity and expression.
  3. Such action shall include, but not be limited to, employment, upgrading, demotion, or transfer; recruitment or recruitment advertising; layoff or termination; rates of pay or other forms of compensation; selection for training, including apprenticeship; and participation in recreational and educational activities.
    Submittal of a proposal indicates acceptance of the conditions contained in the RFP. The City of Decatur reserves the right to retain all proposals submitted. 
  4. The City may hold bids for not exceeding sixty (60) days from the opening date of bids to review them and investigate the bidders' financial stability and demonstrated ability to perform satisfactorily before awarding the contracts. All proposals are public records to the extent the Georgia Open Records Act requires. 
  5. The City of Decatur reserves the right to accept or reject any proposals, waive informalities, negotiate changes in the scope of work or services provided, and waive any technicalities otherwise.
