The City of Decatur, Georgia (“the City”) will receive statements of qualification for on-call creative services for the City until 5 p.m., on Thursday, December 8, 2022, at the following address:

The City seeks to establish multiple on-call contracts to provide a range of creative services at a reasonable cost. Individual consultants or firms are invited to submit their qualifications to provide graphic design, photography, and/or videography services, which may consist of one, two, or all three of the following:  

  • Graphic design consultant/firms: to provide graphic design services including, but not limited to, creative design, development of promotional materials, production management, concept development, creating and executing concepts for print and various digital platforms (City’s website, mobile applications, social media, etc.). 
     
  • Photographers: to capture photos for print and use on all digital media channels including, but not limited to, the City’s website, social media accounts, promotional publications, and advertisements of both candid and art directed photographs. The successful firm or individual is required to have experience in portrait, event, and commercial photography, preferably for a municipality or other government agency. 
     
  • Videographers: to provide a full range of video production services to include, but not limited to, assisting with concept development, storyboard creation, production, working with talent, interviewing, and video editing/postproduction. 

An optional pre-proposal submittal meeting is scheduled for Thursday, December 1, 2022, 10:30 a.m.-12 p.m. at Decatur City Hall, 509 N. McDonough St., Decatur, Georgia 30030.

The City reserves the right to award a consultant contract to the firm whose proposal and any resulting negotiations are deemed to be in the best interest of the City.

Submittal of a proposal indicates acceptance of the conditions contained in the RFQ. The City of Decatur reserves the right to retain all proposals submitted. All proposals are public records to the extent required by the Georgia Open Records Act. All proprietary information must be clearly marked in the proposals. Proprietary information will be protected to the extent possible under the Georgia Open Records Act. The City of Decatur reserves the right to accept or reject any or all proposals, to waive informalities, to negotiate changes in the scope of work or services to be provided and to otherwise waive any technicalities.
