The Public Works Department provides refuse collection and disposal services; recycling services; street cleaning services; building, grounds and motorized equipment maintenance services; central supply, cemetery operations, streets and drainage services.
The primary goals of the department are to:
- Provide the best possible refuse collection and disposal services at the lowest possible costs
- Ensure that public facilities and grounds are safe, convenient, and attractive
- Keep streets and other public areas as clean as possible
- Ensure that equipment needed by city departments is maintained in safe and efficient operating condition
- Limit equipment downtime caused by inadequate repair or maintenance to the lowest possible level
The Public Works Department works closely with the Recreation & Community Services Department to improve facilities and grounds at city parks and playgrounds. Inspections of city facilities and parks have resulted in a two-year plan for renovation.
The successful Pay As You Throw program, implemented in 1998, has increased the amount of recyclables collected and dramatically decreased landfill deposits.
The Public Works Department consists of eight divisions:
Administration Services plans, organizes, and directs departmental operations, enforces the city's Solid Waste and Recycling ordinance, prepares or approves technical specifications for the purchase of equipment and vehicles, and responds to citizen service requests. Public Works Director David Junger serves in this division.
Building Maintenance provides janitorial, remodeling and maintenance services for all city buildings.
Cemetery Operations provides record keeping, grave digging and maintenance services for the Decatur Cemetery.
Central Supply, with one employee, provides office supplies, building supplies and motor vehicle parts for other departments.
Design, Environment & Construction Division is responsible for construction plan intake, permitting, inspections, engineering, streets, the storm water utility, landscape infrastructure, and code enforcement in the City of Decatur.
Grounds Maintenance is responsible for maintaining ball fields, parks and rights-of-way throughout the city, and assists DeKalb County in maintaining the downtown square.
Motor Maintenance Division, with a supervisor and two automotive mechanics, maintains 150 motor vehicles and pieces of heavy equipment.
Solid Waste and Street Cleaning Division, with 15 employees, collects and disposes of garbage, trash, furniture, yard trimmings from single-family residences, apartment buildings, businesses and institutions. Two street sweeping machines sweep up tons of leaves each year. Recycling services are contracted out to a private recycling contractor.
