Overview
The Phase V Downtown Decatur Streetscape project area includes the south side of East Trinity Place from North McDonough Street to Church Street, both sides of East Trinity Place from Church Street to just past the Fire Station, and Church Street from East Trinity Place south to East Howard Avenue. The purpose of the project is to improve accessibility and safety for pedestrians and to reduce conflicts between pedestrians and motorists. Potential improvements will be located in the public right of way and will include new sidewalks, crosswalks, curb ramps, street trees, pedestrian scale lights, and trash receptacles. The proposed finished look of Phase V will be very similar to the previously installed streetscape Phases I, II & III.
The city has retained the planning and engineering consulting firm of Post Buckley Schuh and Jernigan (PBS&J) to help plan the project. PBS&J has designed all of the city’s recent downtown streetscape and storm drainage improvements. The project will be partially funded through a grant from the Georgia Department of Transportation.
Approximately one million dollars has been earmarked for the construction of these improvements. The source is a combination of local bond funds and an award from the Federal Transportation Enhancement (TE) program. Because of the TE funds, certain Federal requirements must be met in order for the project to be approved. The federal funds for this project must be used for transportation related improvements. A Federal environmental permit is required that will evaluate the project’s impact on ecological, historical, archeological resources, and air quality of the project area. This permitting process is lengthy and cannot be avoided. As a result, construction for of the project will not begin until fall of 2008 or later.
The first step in the process is to develop a Conceptual Plan from which the project will be engineered and constructed using local and Federal funding. A public meeting was held at Decatur City Hall on Jan. 24, 2008. Attendees at the meeting reviewed the proposed Conceptual Plan and complete a questionnaire. The design team will compile the input received from the questionnaires and utilize it to refine the Conceptual Plan in an effort to respond to the needs and desires of the Decatur community.
